The backwater valve is the largest single line item in the City of Toronto Basement Flooding Protection Subsidy Program. The City pays up to 80 per cent of your invoiced cost to a maximum of $1,600 per device, on up to two devices. We pull the building permit, book the City inspection, and leave the valve uncovered until that inspection is signed off — the three steps that most often sink a homeowner's claim.

Important: a backwater valve claim requires a building permit and a City inspection. Do not enclose or cover the valve before that inspection is complete — if it is buried under new concrete, the City cannot verify it and the claim is denied. We schedule the inspection before we close anything up.

All front yard paved areas, including parking pads, comply with the City of Toronto Zoning By-law.
The work was performed by a contractor and any sub-contractors holding a valid City of Toronto business licence at the time of the work.
You submit original electronic invoices from every contractor and sub-contractor involved.
You have no outstanding taxes or debts owed to the City of Toronto when your application is processed.
You apply within two years of the installation date (one year for work completed before November 12, 2025).

A backwater valve is a mechanical device that must remain clean and move freely. Soap residue, grease, sediment and other debris can collect inside the valve and interfere with the operation of its flap or gate.
